Tom Silva, facilities planner, San Diego County Office of Education
Tom Silva is a facilities planner for the San Diego County Office of Education on loan to the San Ysidro School District. He entered school facilities planning in 1986 and served 10 years as the Director of Facilities planning for the Sweetwater Union High School District. He was director of Facilities Planning for Grossmont Union High School District between 2001 and 2004, and has over 7 years of experience with the County Office of Education. In that time he successfully secured millions of dollars of state funding for his districts, he aided in the development of several general obligation bond measures, implemented special tax financing districts and assisted in the development of alternative financing. On the operations side of educational administration, Tom is a Certified Business Official and assists in the supervision of purchasing, maintenance and operations and child nutrition. He is also active in the community. He assists with the (San Diego) College Area Business Improvement District, and is on the ABCD Initiative Advisory Committee for the Low Income Investment Fund. The ABCD initiative part of the LIIF Organization that provides funding opportunities for affordable child development facilities to communities.
